This position assists with the development of schedules and cost estimates for resident and mobile training team missions within the United States Coast Guard's Non-Proliferation, Export Controls and Border Security (EXBS) program. Additionally, this role supports the Office of International Acquisitions through Foreign Military Sales (FMS).
Assist with the management, scheduling, and administration of training missions within the U.S. (resident training) and overseas (mobile training team).
Enter student/mission data into tracking systems: Defense Security Assistance Management System (DSAMS), Security Assistance Network (SANWeb), Direct Access, and MS Excel spreadsheets.
Work with training managers and other divisions to make adjustments to tracking systems to add, cancel, or reschedule students/missions, often on short notice.
Monitor, track and manage any issues (behavioral, academic, health) that may arise with students while attending training.
Ensure overseas training missions are in compliance with government and host country requirements and complement other training types. Prepare statistical reports providing a summary of current and projected international student enrollment.
Liaise with other regional training managers, government agencies (Department of State), and international entities (U.S. embassies) to ensure training and regional objectives are met. Assist the Office of International Acquisitions through Foreign Military Sales to include price and availability requests, letters of offer and acceptance, amendments and modifications.
Provide assistance to the Excess Defense Articles Program in the drafting of memos for the allocation of decommissioned vessels.
Assist in the development of interagency agreements between the USCG and Department of State.
Manage funding sources ensuring appropriate and timely execution of funds for USCG mobile training team missions, and international student participation in USCG resident schools. Recommend training opportunities to partner nations for USCG implementation.
Establish pipeline training programs for international students.
Brief senior leadership and other departments on subject matter and program status.
Active Secret Clearance B.S. Degree in International Relations, Business or a related field Minimum of five (5) years experience in government, international affairs, security cooperation programs or military preferred Excellent written and verbal communication skills
Ability to foster and maintain effective relationships with other government agencies and foreign countries. Ability to work independently, manage multiple requests simultaneously, adjust priorities quickly, and work on multiple deadlines.
Experience related to Acquisitions/FMS management Knowledge of and familiarity with DoD Security Assistance Management Manual
Knowledge of and familiarity with OPNAVINST 4900 Foreign Military Sales (FMS) Case Management
Proficiency in MS Office Suite, knowledge of DSAMS or Direct Access a plus
Occasional travel local/CONUS
