Your Impact:
The Building Official is responsible for the review of Building and Demolition Permit applications, performing site inspections and overview of construction, the accounting and release of performance deposits and the release of Occupancy Permits for residential and non-residential buildings under Division B - Part 3 & Part 9 regulated by the Ontario Building Code. This includes all disciplines in the Building Code (Use and Occupancy, Structural, Plumbing, Mechanical, Fire Protection, Health and Life Safety), the Zoning By-law and other applicable law, agreements and development approvals. 

Reporting to the Deputy Chief Building Official, this position provides responsive technical, expert and professional advisory services related to the enforcement of the Ontario Building Code Act, the Ontario Building Code, and all applicable laws (federal, provincial and municipal), ensuring the minimum standards for public health, life safety, fire protection, access, environment and structural sufficiency are met in the design and construction of buildings in the City of Cornwall. 

About the job / duties:

  • Review Building and Demolition Permit applications, perform site inspections and overview of construction, and the release of Occupancy Permits for residential and non-residential buildings under Division B - Part 3 & Part 9 regulated by the Ontario Building Code. This includes all disciplines in the Building Code (Use and Occupancy, Structural, Plumbing, Mechanical, Fire Protection, Health and Life Safety), the Zoning By-law and other applicable law, agreements and development approvals. 
  • Provides responsive technical, expert and professional advisory services related to the enforcement of the Ontario Building Code Act, the Ontario Building Code, and all applicable laws (federal, provincial and municipal), ensuring the minimum standards for public health, life safety, fire protection, access, environment and structural sufficiency are met in the design and construction of buildings in the City of Cornwall. 
  • Other related duties would include reviewing all open permit applications, active and dormant, that are still in the review process to request partial or full refunds of certain building and development application fees and charges.

Essential Qualifications:

  • A minimum of a three-year Diploma from a Technologist program in Architectural, Civil, Mechanical, Fire Protection or Construction Technologist or equivalent.
  • Minimum of 18 months of general construction experience in building design and/or construction and/or inspection of buildings. 
  • Eligible to attain the standing of a Certified Building Code Official (CBCO) in the Ontario Building Officials Association (OBOA).
  • Must have successfully completed the provincially mandated examination program administered by Ministry of Municipal Affairs and Housing relating to Building Code Act and the Ontario Building Code; and in the categories of qualifications that correspond to the types of buildings that will be inspected (reviews of drawings and inspection of construction), including plumbing and mechanical, as set out in the OBC.
  • Must possess a valid Class G Driver?s License or equivalent.
  • Working knowledge of construction drawings.

Desired knowledge, skills and suitability / Asset Qualifications:

  • Fluency in both English and French (written and verbal) would be considered an asset.
  • Previous municipal experience in a related field would be considered an asset.

These are competencies and/or job specific proficiencies that are effective to be successful in the role and may be assessed during the recruitment process.

  • On-site and various work locations across the City and within the United Counties of Stormont, Dundas and Glengarry
