Scope

The City of Surrey is seeking an innovative, strategic, and community-focused Digital Communications Manager to lead our online presence. This role is responsible for shaping how we connect with residents, businesses, and visitors across digital platforms, ensuring clear, accessible, and engaging communication. The Digital Communications Manager, reporting to the Director of Communications & Engagement, leads the strategic growth and maintenance of the City's websites, social media channels and email newsletters.

Responsibilities


• Develop, implement, and manage the City's digital communications strategy across web, social media, email, and emerging platforms to achieve communications goals and enhance the City brand.
• Manage various digital projects across the City and guiding the digital communication landscape across the City's websites, social media channels, and email newsletters to ensure business goals are met within budgets and resourcing.
• Manage relationships with external vendors, consultants, and agencies providing digital services, ensuring deliverables are on time, on budget, and meet quality standards.
• Team management, including budget and resource management and scheduling, supervising, mentoring and coaching.
• Work closely with Communications & Engagement sections to align digital communications with corporate priorities, media communications planning, communications plans for key initiatives and service areas, and creative services.
• Support issues management and crisis communications together with senior communications staff.
• Work closely with IT and business teams to create integrated plans to increase service delivery online.
• Work closely with key digital service business areas within the City to ensure a consistent customer-centric user experience across all digital channels.
• Ensure compliance with all relevant legislation and policies, including accessibility standards (e.g., WCAG), privacy laws, and records management requirements.

Qualifications


• Bachelor's degree in a related field (business, communication, public relations, or a related discipline).
• Minimum five years work experience in digital communications, social media strategies, and/or related communications technology.
• Experience with strategic planning and implementation with key digital channels and systems, such as, but not limited to, website CMSs (Drupal, Wordpress), social media management tools (eg, Hootsuite) and native social media platforms such as Facebook, X and Instagram.
• Supervisory, management and/or leadership experience, ideally with leading digital teams.
• Strong experience with organic and paid social and search platforms as well as current social media and digital engagement techniques.
• Superior written skills, verbal communications and presentation skills.
• Comfort working both tactically and strategically at various levels of an organization up to and including executive leaders.
• Able to build rapport with cross-functional teams and ensure tasks are executed in a timely manner.
• Foundational and applied knowledge of digital content strategy, digital strategy, digital advertising, social media marketing.
• Experience working in the public sector and/or with a large organization is an asset.

Annual Salary: M2: $104,807 - $123,302 (2024 rates)
