This position is responsible for providing high level technical expertise in the development of computer applications within the Department of Housing, Land and Communities with emphasis on Geographic Information Systems. The incumbent will provide analytical programming for the development, delivery, and implementation of GIS computer applications within the Land Division. 

This position will assist the Land Use Planning and Development Control Sections in meeting their goals of improved quality of services and faster processing of applications by staff of the Land Division and clients external to the department.

Duties will include:

  • Lead in the development and creation of GIS applications, procedures and processes, and participating in application planning through project management, design, coding and implementation phases;
  • Provide information system skills, technical expertise and advise in the delivery of system developed services to multiple computing environments;
  • Lead and participate in the business process re-engineering of applications for client needs;
  • Create and maintain online mapping applications to disseminate Divisional data for external and internal users;
  • Use a range of GIS data and imagery as well as other department records to determine and verify required data changes;
  • Ensure regular backups are performed;
  • Organize and maintain digital files and directory structures in an efficient manner;
  • Provide technical expertise on the development of project terms of reference (including project scope, deliverables, team composition, responsibilities, etc);
  • Create new programs in accordance with best coding practices, technical guidelines, and using experience to ensure high quality and performance of the resulting program;
  • Write well designed, testable, efficient code by using best software development practices;
  • Create and maintain technical documentation including but not limited to functional specifications, release plans, and release notes;
  • Identify, prioritize and execute tasks in the software development life cycle;
  • Use multiple development languages, tools and techniques in the development and performance of system application delivery;
  • Ensure the quality, performance, and reliability of applications and services using testing and quality assurances processes;
  • Respond to requests relating to the department’s GIS information;
  • Other Duties as required;

Minimum Qualifications:

  • University degree or college diploma in Geographic Information Systems (GIS) or equivalent qualification with a strong programming background;
  • Demonstrated equivalencies will be considered.
  • Considerable experience in the development, integration and implementation of a GIS application and GIS datasets;
  • Considerable experience in geospatial data collection, analysis and modelling of erosion/flooding;
  • Considerable experience in the development of computer applications with an emphasis on Geographic Information Systems;
  • Experience in client/server environments and development tools;
  • Experience in integrating existing information systems and data to common interfaces;
  • Experience in creating and delivering presentations at both a technical and non-technical level;
  • Excellent computer skills with experience in Geographic information systems (GIS) software databases (ArcMap/ ArcPro), Python Scripting language & Model Builder. word processing, spreadsheet, and presentation software;
  • Excellent skills in reading, interpreting maps, LiDAR and aerial photography;
  • Excellent interpersonal, analytical and problem-solving skills;            
  • Excellent written and oral communication skills;
  • A thorough understanding of the principles, techniques and methodology in the development and implementation of Geographic Information Systems;
  • Must possess strong analytical and organizational skills and be able to work with minimal supervision;
  • Experience with intelligent data entry, and competency with data manipulation, formatting and migration is required;
  • Experience with ESRI GIS software (ArcMap, ArcGIS Enterprise, ArcGIS Online, ArcGIS Service, ArcGIS Pro, and supporting applications) is required;
  • Experience with developing ArcGIS Online/ArcGIS Enterprise web applications;
  • Proficient in data compilation analysis, relational database design, and extract and transform datasets;
  • Experience in programming with Python and SQL;
  • Must have a good previous work and attendance record and provide a satisfactory criminal record check prior to beginning employment;
  • A valid PEI driver’s license and access to reliable transportation;

Other Qualifications:

  • Experience with QGIS considered an asset;
