Equipment Operator II CDL

Purpose of Classification: 

The purpose of this classification is to drive and operate vehicles and other equipment with specialized functions utilized in the installation, maintenance and repair of water, wastewater and/or stormwater utility infrastructure and related systems on an assigned crew in an assigned unit. Equipment utilized in this classification includes vehicles with complex mechanisms and requires the highest degree of skill, dexterity, and finesse to perform work to exacting tolerances. 

Essential Functions:  

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Operates and utilizes various equipment, power tools, hand tools, and supplies in order to complete work assignments. Examples of equipment may include backhoes, large excavator, front end loaders, combination vacuum/jet truck, boring machines, forklift, motor grader, ditch witch trencher, skid steers, tapping machine, tractors, dump trucks, forklift, and rubber tire back hoe or other tools and equipment; maintains all equipment and tools used; and maintains an adequate supply of parts and supplies to complete work activities. In the absence of the crew leader, this position is responsible for handling functions including work order completions and overseeing crew safety. 

Drives vehicles over public roads and transports equipment to work sites, rights-of-way, and CCWA property: maneuvers in and around traffic, parked cars, equipment, utilities, and other obstacles; obeys all traffic laws and safety guidelines; transports crew members, tools, equipment and supplies to and from the job site; and monitors immediate environment and work area to ensure the safety of operator, other workers, the equipment, and the public. 

Performs excavation activities where exacting tolerances and specification are required: controls placement of equipment; determines optimum approach to each digging scenario in order to minimize destruction of property; digs ditches using for installation of water, wastewater and/or stormwater mains and fire hydrants; places pipes and fittings into excavated ditches; backfills and levels ditches and excavations when the work has been completed; and surveys work area before beginning excavation to confirm location and marking of buried utilities. 

Loads and moves materials: utilizes dump truck with large volume and weight capacities; positions equipment and controls height, angle, and position of scoop for optimum delivery of payload; moves sand, stone, gravel and needed material and supplies to complete work assignments; and controls amount and weight of materials being moved to avoid exceeding equipment capacity. 

Performs related duties: determines equipment needed for assigned projects; ensures all work within county and state rights-of-way meet established requirements, specifications, and standards; ensures pipes are installed correctly and that gaskets are installed and greased; and may assist in training lower level workers.  

Inspects and prepares equipment for safe and proper operation prior to beginning work for the day: performs light maintenance on equipment, which includes changing oil, refueling, and refilling lubricants; cleans vehicles, beds, and mounted equipment upon completion of assignments; and secures vehicle after use. 

Follows established safety procedures: utilizes safety equipment and wears protective gear; monitors work environment to ensure safety of employees and other individuals; monitors traffic conditions surrounding trucks and equipment to identify obstructions, pedestrians, or unsafe traffic conditions; flags and directs traffic and places markers, signs, and cones around project and work site to ensure safety of crew and the traveling public; and reports any incidents, accidents, problems, or unusual situations. 

Communicates with supervisor, other CCWA employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. 

Additional Functions: 

This position may require on call assignments. 

Performs other related duties as required. 

This position is considered Safety Sensitive. 

Minimum Qualifications: 

High school diploma or GED required; supplemented by one year of experience in operating equipment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. This position is considered Safety Sensitive. 

Specific License or Certification Required: Must obtain and maintain the following additional certifications or licensures: Georgia Commercial Driver’s License (CDL), Class A (Upon hire), Erosion and Sediment Control (required within 6 months of hire).   

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position. 

 

Equipment Operator  I Non-CDL

Equipment utilized in this classification includes vehicles with mechanisms that are somewhat complex to operate, requiring dexterity and finesse, or larger vehicles requiring skill to drive and maneuver in and around confined spaces. 

Essential Functions:  

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Operates and utilizes various equipment, power tools, hand tools, and supplies in order to complete work assignments: Examples of machinery may include crew truck, backhoes, front end loaders, boring machines, forklift, motor grader, ditch witch trencher, skid steers, mini excavator, tapping machine, tractors, jet truck, easement machine, forklift, and rubber tire back hoe or other tools and equipment; maintains all equipment and tools used; maintains an adequate supply of parts and  supplies to complete work activities; and transports all necessary supplies to work site.  In the absence of the crew leader, this position is responsible for handling functions including work order completions and overseeing crew safety. 

Drives light duty vehicles over public roads, work sites, rights-of-way, and CCWA property; maneuvers in and around traffic, parked cars, equipment, utilities, and other obstacles; obeys all traffic laws and safety guidelines; and monitors immediate environment and work area to ensure the safety of operator, other workers, the equipment, and the public. 

Performs excavation activities: excavates ditches: exposes and/or installs water, wastewater and/or stormwater lines; clears outfalls of growth; places trench boxes and other equipment in/out of excavations and manholes; installs water and/or sewer taps and service lines; removes curbing; places manholes; tunnels using boring machine; raises fire hydrants and manholes; and ensures excavation is safe for entry and maintained while inhabited. 

Inspects water, wastewater and/or stormwater lines for proper installation: ensures proper pipe fittings have been used, gaskets are installed and greased, connecting nuts and bolts have been properly tightened and adequate fall has been met; corrects errors and deviations as needed; and maintains valve system to ensure proper working order. 

Performs meter installation duties; builds and installs residential and commercial meters and tests backflows; tests atmosphere in large meter vaults to ensure safety of employees; and operates boring thumpers beneath roadways in compliance with CCWA standard operating procedures.   

Restores and repairs grounds after construction and repairs fire hydrants; determines the proper equipment and materials needed complete restoration and repair activities; and ensures work does not cause unnecessary damage to private property.  

Cleans and inspects manholes and sewer mains: assists in operating Jet truck to clean manholes, sewer mains, and laterals, perform wash downs of equipment and jobsites, water newly planted trees, grass, and shrubs, or other activities as assigned; and troubleshoots problems with equipment operation, such as nozzles, hoses, lights, etc. 

Inspects work area for subterranean utility lines; verifies that all utilities have been located.  

Inspects and prepares equipment for safe and proper operation prior to beginning work for the day: performs light maintenance on equipment, which includes changing oil, refueling, and refilling lubricants; cleans vehicles, beds, and mounted equipment upon completion of assignments; and secures vehicle after use.

Job Description Summary

The Psychosocial Support Services has intentionally been developed through testing with participants, carers, and referrers to ensure timely, needs-based, capacity building services which not only support mental health recovery and exit from services, but the assessment and successful navigation through to NDIS and ongoing psychosocial supports under NDIS.

Funded by Gippsland Primary Health Network, the Lived Experience Well-being Workers will support safe entry and psychosocial services through the established through the psychosocial support program.


The service will operate Monday to Friday, 9am-5pm with extended hours as needed to meet community needs.


Wellways? Psychosocial Support Service (PSS) will provide peer-based services designed to support individuals from LGBTIQA+ and First Nations Communities with severe mental ill health to access:


? Safe, quality mental health supports and to engage in mental health and psychosocial support services.

? Strengthen the capacity of participants to live independently, safely, and productively in their community.

? Strengthen the capacity of participants to form meaningful connections in a supportive environment; and reduce the need for acute care.

? Integration of intake and assessment which include the identification of participants' physical and mental health needs.

? One-to-one psychosocial supports.

? Tailored integrated care-plan jointly developed with participants/case managers/family/carers.

? Individual peer support through peer-workers and wellbeing workers

? Peer-developed and evidence-based group education and support programs (e.g. Healthy Eating and Nutrition) delivered by trained facilitators.

? Warm transition into other support services as needed.


Under the general support and direction of the Senior Well-being Worker, this role will be responsible for providing the day-to-day well-being support and support community connection to the PSS program in the Gippsland Region. In particular, the Lived Experience Wellbeing and Community Connection Workers will be responsible for the following key areas:


? Supporting participants in recovery and overcoming their psychosocial barriers impacting their mental health.

? Provide support and advice to members of the Psychosocial Support team to strengthen responses and connections for people in the First Nations or LGBTQIA+ communities.

? Supporting referrals to services for people in the First Nations of LGBTQIA+ community identified as 'hard to engage'.

? Screening for eligibility for NDIS programs.

? Undertaking a needs assessment for people eligible for a community mental health service.

? Ensuring a catchment wide response to demand management and prioritisation for allocation for eligible participants.

? Facilitating referrals and supports for people not eligible for a community mental health service.

? Facilitating better coordination of entry into clinical and community based mental health services.

? Strengthening partnerships and building better links between various clinical and community support organisations responsible for delivering mental health services.

? Facilitating group activities around capacity building.

? Improving referral pathways that facilitate access to the range of services and supports available to eligible clients.

? Improving housing stability.

? Provide connection and support to participants on a wait list.

? Promoting a community-based recovery model to underpin all clinical and community support services delivered

to people experiencing severe and persistent mental illness with complex needs.


In addition, the Lived Experience Intake & Wellbeing Worker will be the first point of call for those on a wait list and provide active wait- list management strategies. This role will also be responsible for ensuring all relevant client details and data are collected and recorded.


Wellbeing Workers will develop and maintain positive relationships with key stakeholders (NDIS and GPHN) and others to ensure the service model and objectives are embedded into the service system, actively promoting the service to key stakeholders.
