The Contracts and Finance Manager reports to the Vice President / Chief Operating Officer (COO) in the execution of his roles, responsibilities and tasks as assigned by the President / Chief Executive Officer (CEO).
The Contracts and Finance Manager will administer federal contracts, including both prime contracts with the government and subcontracts with professional service firms. In this capacity, the successful candidate will negotiate labor rates, prepare representations and certifications, review contract terms, negotiate modifications, manage subcontracts and small business subcontract requirements. To successfully execute these responsibilities, an in-depth understanding of the FAR and DFARS is required.
Work with operational managers to ensure all contracts and delivery orders are managed within ceiling and Period of Performance constraints.
Work with operational managers to ensure funding is received from clients in a timely manner to support continuous operations.
Act as Amee Bay’s primary interface with Contracting Officers, Prime Contractor Subcontract Managers, DCAA and DCMA.
Manage and administer company contracts including overseeing cost proposal preparation and contract negotiation.
Provide regular reporting to senior management on contract issues, including monthly revenue summaries and contractual issues needing resolution
Develop and maintain current, accurate and complete quote, proposal and contract records, and maintain a compliant records retention process.
Negotiate contract terms, pricing, change orders, and final settlements with clients, prime contractors and subcontractors. Participate in the pre-award and post-award phases of contracts.
Analyze requests for proposals (RFPs) and contract terms and apprise senior management of potential business risks. Offer possible methods of remedy, including potential clarifications for the bid/proposal submittal.
Assist in the preparation of, and participate in, various management review processes providing contractual expertise.
Interact and communicate with government and commercial clients to ensure contract compliance.
Advise management of contractual rights and obligations and provide interpretation of terms and conditions.
Coordinate/oversee collection of documents requested for government audits.
Assist in the development of annual budgets and tracking of budgets.
US Citizen Ability to obtain and maintain an Active Secret Clearance, candidates currently having an Active Secret Clearance are preferred
Must be able to pass a background check
15+ years’ experience in contracting and financial accounting with at least 10 years’ experience in government contracts as a government and/or contractor employee
5+ years’ experience leading, managing and supervising others in a financial management position
Bachelor’s Degree in Finance, Accounting or Business Administration (required), advanced education in one of these fields is preferred
Cost proposal development and writing experience (required)
CCCM or CPCM (preferred)
Expert level proficiency with Microsoft Office Suite products

Financial data review, reporting and interpretation
Deltek/Costpoint Accounting Software
Professional communications, teamwork, supervision and leadership
Preparation and maintenance of accounting spreadsheets utilizing software packages
Providing recommendations based on sound business judgment and detail-oriented analyses
Excellent time management and organizational skills
