POSITION RESPONSIBILITIES:

Kiliuda is looking for a Program Manager to manage Administrative Support Services for the Department of Commerce and U.S. Patent and Trademark Office (USPTO). The contractor shall provide agency-wide onsite administrative, operational and program management support services in 5 task areas:
1. Program Management, Planning and Analysis Support
2. General Office Administration Support
3. Office of the General Counsel (OGC), Office of General Law
4. Trademark Trial and Appeal Board Support (TTAB)
5. Office of Security (SECURITY)

Manage/supervise task leads for the following administrative services as follows:
Program Management, Planning and Analysis Support:
Personnel Data Maintenance
Database and Spreadsheet Development
Facilities & PC Management
Construction and Move Coordination
Hiring Support
Supply Management
Tracking and Reporting
Troubleshooter Support for the PALM application
General Office Administration Support:
The Contractor shall serve as WebTA timekeeper for AMD, WMD, PMD and FRMD.
Track progress of documents entered through the approval process.
Assist in preparing recruitment actions and accompanying paperwork as needed.
Schedule meetings and conference rooms at the request of division managers and supervisors.
Develop and maintain spreadsheet of ongoing projects.
Assist with updating individuals’ project schedules using Microsoft Project as needed.
Coordinate with AMD/WMD/FRMD/PMD staff to obtain updates on projects on a continuing basis.
Prepare and format documents in Microsoft Word, PowerPoint, Excel, and Visio with input from division managers.
File either paper electronic files in AML or the shared drives.
Maintain project-related and workforce related files.
Administer all domestic and international travel for all of OCIO.
Perform other administrative duties;
Office of the General Counsel (OGC), Office of General Law (OGL):
Coding and filing documents;
Mail processing
Basic data entry and file creation
File maintenance for various physical records
Records maintenance support for file disposal
Miscellaneous clerical activities, binding services, prepares and processes printing requisitions with specifications for printing.
Trademark Trial and Appeal Board Support (TTAB):
Provide operational support to assist in scanning documents and managing paper records related to scanned documents
Office of Security (SECURITY):
Support Security Services Center staff in providing customer service and HSPD-12 credentials issuance.
Enroll contractors and employees
Card issuance and activation
Manage HSPD-12 program to include PIV cards

POSITION REQUIREMENTS:
US Citizen;
Ability to pass a federal background check;
Bachelor’s Degree
Minimum of Seven (7) years’ in a government contracting environment
Three (3) years’ experience of management or leadership
Management experience working with professionals
Exercise independent judgment and analytical skills in solving complex and unusual managerial and technical problems.
Provide management and technical direction of program and provides internal planning, guidance and management structure for tracking accomplishment of work assigned.
Provide direction and oversight to working supervisors, team leaders or staff in other types of leadership positions.
Organize, direct and coordinate planning and production.
Oversee tasks, projects or task orders that vary in size and complexity with staff
Ensure maximum effectiveness in use of resources.
Provide innovative management solutions to client.
Lead or assist with all activities related to staffing such as: recruitment, orientation, training, staff production, counseling, remediation, evaluations and performance appraisals, and voluntary or involuntary separation.
Contribute to new initiatives or projects, for example, contributes to formal training initiatives for new examiners.
Develop plans to address workload spikes.
Prepare reports and for other deliverables.
Ensure that new projects or initiatives fall with-in LOE (level of effort).
Communicate client expectations to contract staff.
