The Preconstruction Manager is the primary lead for the estimating and buyout department for Flynn Construction. This position is also the lead for all buyouts for each project. Creating bids, traveling, and working with clients and other departments (project management, field superintendents) are the basic responsibilities of this position.

Responsibilities

Manages, reviews and/or prepares project estimates (conceptual, schematic, design development, construction), including general conditions, and subcontractor and/or material suppliers for all construction divisions and ensures the estimates are accurate and complete in scope.
Prepares weekly bid calendar and ensures timely completion of estimates.
Reviews estimates and revisions for completeness and accuracy.
Reviews construction documents and understands scope of work to bid.
Thoroughly reviews and understands all project specifications and drawings, understands potential risk factors. Carefully reviewing construction documents looking for potential issues before a bid gets submitted.
Able to prepare or review thorough quantity take offs.
Obtains bids from subcontractors and reviews scope of work to analyze subcontractor’s quotes for best value.
Start the pre-buyout planning. Complete all project budgeting to ensure it is vetted and comprehensive. Prepare the bid package, including the budget, schedule, logistics, project information, scope, contract documents, plans, and specs.
Gather all necessary drawings, specs, scopes of work, and contract terms. Identify and pre-qualify potential trade partners and suppliers, ensuring your bid packages are sent to those who meet your criteria.
Send out the bid packages with clear instructions and deadlines.
Conduct pre-bid meetings and site walks as necessary to ensure potential trade partners understand the project requirements.
Carefully analyze and evaluate each bid proposal. Ensure the trade partners meet pre-qualification standards and that their information is accurate. Evaluate both qualifications and price to make informed decisions.
Conduct a kickoff meeting with the selected trade partner, covering pre-mobilization requirements such as submittals, quality plans, safety plans, and emergency contacts. This meeting sets clear expectations before work begins.
Make an estimate where predetermined standard(s) are not available.
Inform the project manager of any observed inaccuracies or omissions in quoted items.
Develops and maintains resource information on products, vendors, subcontractors, etc.
Attends on-site pre-bid/proposal conferences and site visits.
Responsible for entire bid process across all divisions of work for a multi-family construction project.
Preferred Qualifications

4 to 6 years of estimating and buyout experience within the commercial construction industry.
Preferred: Bachelor of Science in Architecture, Engineering, or Construction Management. This can be supplemented with experience.
Travel

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected. This position must be willing and able to travel to various trade shows. Percentage of Travel is estimated at about 10-30% but can vary based on projects and functions.
